The planet of Xerra was a paradise. The pursuit of progress turned the planet into an inhospitable wasteland. Only the work of the Sisters of Xerra over centuries made it possible for the Xerran people to be successfully evacuated and resettled as refugees on other worlds. The recognized authorities of Xerran politics resented the work of the Sisters from beginning to end.
